The term "Council of Ministers" in the constitutional and administrative context refers to the body headed by the Prime Minister, and it includes Ministers of different ranks. However, when asked to identify the Council of Ministers from the given alternatives, the correct choice is the collective executive group represented here by "Cabinet Ministers." The Governor and Speaker are not part of the Council of Ministers, and Ministers of State and Deputy Ministers are only subordinate ranks within the ministerial structure, not the full council in this option set.
