Proposal for awarding punishment of dismissal or removal or compulsory retirement from service in respect of Gazetted Officers shall be submitted to the __________.

A) Chief Minister
B) Minister
C) Governor
D) Chief Secretary
In the administrative framework of Indian States (including Mizoram), Gazetted Officers are appointed and hold office by the pleasure of the Governor. According to the relevant Civil Service Rules and the Constitution of India (Article 311), any major penalty involving the termination of service—such as dismissal, removal, or compulsory retirement—of a Gazetted Officer must be approved by the Appointing Authority. Since the Governor is the appointing authority for Gazetted Officers, all proposals for such severe punishments must be submitted to the Governor for final sanction. - Option (a) Chief Minister and (b) Minister provide political leadership and may recommend actions, but they are not the legal appointing authority for civil servants. - Option (d) Chief Secretary is the administrative head of the state and processes the file, but does not possess the legal authority to dismiss a Gazetted Officer.
